With the Used Car Safety Recall Repair Act once again before lawmakers, NIADA is working with industry partners to defend the interests of independent automobile dealers.
The proposed act, which could be considered as part of the 2026 Surface Transportation reauthorization, would forbid the sale, lease, or loan of any used vehicle with an outstanding recall until the issue has been properly repaired.
NIADA has joined a group of partners engaging J.D. Power to update its 2015 analysis of the impact of the Used Car Safety Recall Repair Act. The update would provide a fresh analysis of how the sweeping legislation would impact both the used car market and consumers.
To start the study, 1,000 NIADA member dealers were sent a co-branded NIADA/J.D. Power survey to gain their input on the likely impact of the proposed legislation. The surveys are to be completed by Feb. 12. The qualitative data from dealers will be used to brief members of Congress as part of the effort to prevent the legislation from crippling the used car marketplace as part of the 2026 Surface Transportation reauthorization, which must pass by September 30.
